This is a free app that lets you change the default playback quality of YouTube videos anytime you want; bypassing Google’s restrictions. You do not need to root your phone for this to work.

Unfortunately, this only works if you jailbreak your iPhone; so, this might not be for everybody. For those you meet the primary requirement, you can use Cercube to watch and freely set default playback quality on YouTube. However, if your iPhone is running on official iOS build this will not work. You have to manually set the quality each time you open a video.
