‘Restricted Access Changed’ in Moto Smartphones- Explained

You might be one among the millions of the recent Moto smartphones’ users. Well, whether the device be a Motorola’s Moto G, Moto G 2014, Moto E, Moto X or Moto X 2014, you might have been frequently getting the notification which says “Restricted Access Changed Emergency service is blocked“.

I am currently using Motorola’s two recent devices- Moto E (running on Android 4.4.4 KitKat) and Moto G 2014 (running on Android 5.0.2 Lollipop, updated from 4.4.4 KitKat), and I get the annoying notification like in every 5 or 10 minute’s interval. When I pull down the notification bar and try to click on the notification which appears as such, it disappears right after, leaving no clue on what it is.

The frequently appearing notification does not seem to do anything harm or benefit, but since it appears regularly, it certainly is annoying to the Moto users, as they don’t have any clue on what it is and how to stop this from appearing. The update also didn’t seem to solve it, since I’ve updated my Moto G 2014 from KitKat to Lollipop, and the frequency of the appearance of the notification is the same.

Cause

Having the problem (which is not actually a problem though) unsolved, I did a few research on the reason of the appearance of “Restricted Access Changed Emergency service is blocked” in my Moto G and Moto E. I noticed that the notification appears every-time when the network of my phone tries to change. So, if you are currently using a Moto smartphone, this is a message that shows up any time you disconnect from the network. It can happen when you have a weak signal, for example. It can also be caused by a poorly fitting or incorrectly inserted sim card, especially where a normal sum has been cut to a micro-sim.

When asked about the problem, Motorola itself responds as :

It is not a bug, but a proper message from the network letting you know that emergency calls are not supported in your current connection. It’s not isolated to our phones either — it shows up as a function of the network. However, we understand that it causes frustration, so we’re considering several approaches to reduce the inconvenience of seeing this message.

Verdict

In conclusion, this notification is not a problem. It’s just the indication that your network has changed, and you can’t really make it not to appear it at all, but can reduce the appearance.

You can go to Settings > Apps >  ALL and do reset app performances, which will help you a little.

  1. Today I just started getting this message all of a sudden. I have been using my Moto G 1st gen for 2 years now and this is the first time I am seeing this popping every 5 mins. I have also had problem with one of the 2 sims suddenly going undetected by the phone a couple of time. I have both the sims cut to micro so i thought that could be it. I stay at a place where signal is weak so that also applies to me. But what surprises me is the sudden appearance of this notification today after all we’ve been through! 🙂

  2. I am using moto g2, and I am experiencing a problem on phone calls. I could not hear any voices but the one on the other hand can hear my voice clearly. Then when I turn off and restart my phone it appears a quick notification ” voice service is blocked “. How will I solve my problem, can anyone help me?

    • i had the same problem just now… go to settings>more>mobile networks>Network operators and select choose automatically if you have a dual sim or choose the specific operator if its a single sim.. 🙂

  3. I am using my motoe 1st generation mobile from two years but from several days I am getting restricted access changed and emergency service is blocked is formed in moto e mobile incoming call no ring is hearing .How to solve my problem

  5. I have also same problem i show that if any one sim are not prpperly cutting or have loose conection then this massage will appaire.
    You have check it just.

  7. Hey al im aso had the same problem.. Just go the phone dialer -> enter names will be in top having three vertical points in right hand corner ->settings->calling accounts->airtel->tick the hearing aid compatibility… My problem solved 🙂

  8. After getting this notification, I cannot install apps from Google Play store. I was unable to download updates, so I uninstalled an app that needed updating (WalMart App) and tried to reinstall it, thinking this would help. It will “download” it but it will not install it. Also tried to install Influenster, but again, it will “download” it but will not install it.

    Is this related to the restricted access notification, or is it jus coincidence?

    Help!

  9. I have this issue “Restricted Access Changed Emergency service is blocked” in Moto G4+. This is a problem with BSNL TN Circle prepaid Micro Sim. I have changed Sim twice. Second time the sim is now not working. I have escalated the issue with Motorola India. My other Sim is Airtel postpaid and I have no issue with it.

    when I open my phone then it shows voice service is blocked. and I can not hear voice of songs ringtone etc

  11. Today I received a note saying restricted access changed(voice service is blocked ) and from that moment I couldn’t make a call ! Solutions needed please. Moto e2 user
