I had this problem since the day I got my Samsung. I tried the fixes above and some of the other solution I found online, restarted my device, switched to mobile data, and voila! It worked!

I had this problem on my old phone and then on my new phone (LG Phoenix 4 Android).

Fixed it in Settings:

-GENERAL
-SECURITY
-USAGE ACCESS
-GOOGLE PLAY SERVICES
-(turn access on)

Also, if you’re trying to download using cell data:

-GENERAL
-GOOGLE SERVICES
-DATA MANAGEMENT
-UPDATE
-(choose “over wifi or cellular”)

Goto Settings, Data usage, choose Network Restrictions from the menu and turn it off for your WiFi.

I had a problem because of the wi-fi network when I switched to mobile data it started working!

Still driving me crazy. The apps on the phone will update, however, new apps won’t download. Go figure. Madness!

In reply to Shaiq. Me neither. Do you have a Nougat phone? I think there's a bug in this latest version of the Android OS (or a secret, magical setting that only Google knows of, hidden deep withing the bowels of the phone).
