Note that I am using Sony Xperia P running on CyanogenMod 11 (KitKat) for this tutorial but every other smartphones should have similar or same interface.

How to see who is stealing your WiFi ?
Step 1
Open you System Settings app from your app drawer or by tapping on gear like icon on the notification bar. Tap on More.
Step 2
Tap on Wireless & Networks and then on Tethering & Portable hotspot.
Step 3
Tap to check the box next to Portable Wi-Fi Hotspot.
Step 4
Tap to open Wi-Fi hotspot settings to edit the network name and to assign a password for security.
Step 5
Now you can see your smartphone on the list of available wireless connections on your PC or laptop. Click connect, enter the password you’ve assigned.
Once connected, you will be able to access the internet and browse the Web using you phone’s 3G or 4G connection on your PC or laptop.
